James Shires is the Co-Director of both the European Cyber Conflict Research Incubator (ECCRI CIC) and the European Cyber Conflict Research Initiative (ECCRI). With ECCRI CIC, he leads the Google.org European Cybersecurity Seminars program, a multi-year initiative to expand AI and cybersecurity education across Europe. James has held fellowships at Chatham House, the Hague Program for International Cybersecurity, and Harvard Kennedy School, and was previously an Assistant Professor in Cybersecurity Governance at the University of Leiden. He obtained his DPhil in International Relations, focusing on cybersecurity and emerging technologies, from the University of Oxford in 2018. He has written widely on issues of cybersecurity and international politics, and is the author of The Politics of Cybersecurity in the Middle East (Hurst/Oxford University Press, 2021), and co-editor of Cyberspace and Instability (Edinburgh University Press, 2023).
