
Dr. Don Kilburg
Dr. Don Kilburg is a global strategist, former U.S. diplomat, and psychologist with three decades of experience applying behavioral science and emerging technologies to complex challenges in international governance and public engagement. Holding a Ph.D. in Experimental Psychology with a focus on Social Cognition, he brings a unique interdisciplinary lens to the design and deployment of AI tools in the public sector.
From 2003 to 2025, Dr. Kilburg served as a U.S. Foreign Service Officer with diplomatic assignments across five continents and formal training in Chinese, Japanese, Spanish, and Russian. He led strategic communication initiatives and advanced citizen-focused policy innovation, including serving as Spokesperson for the U.S. State Department’s Bureau of Energy Resources and Assistant Spokesperson at the U.S. Embassy in Beijing, China. His work earned multiple Superior and Meritorious Honor Awards for driving tech-enabled diplomacy and enhancing public trust.
A U.S. Army infantry veteran and former university professor, Dr. Kilburg continues to advise on smart governance, AI ethics, and scalable digital engagement—mentoring the next generation of leaders at the intersection of technology, policy, and human behavior. His forthcoming book is called "AI Use Cases for Diplomats," to be published by Routledge in 2025.
